Is there an OPC Server with UI inbuilt and U-CON driver option?

Hi OPC experts, Please guide me..

I am preparing a system architecture, where I want to connect few hardware in field and should be controlled locally and remotely.

For that,

1. Hardware drivers to be developed using U-CON (User Configurable) driver. (OPC KEPServerEx with U-CON will do)

2. Simple User Interface (Windows) for monitoring and controlling at plant floor. (OPC DataHub with Windows Scripting will do)

3. Hardware from multiple plant floors most also be controlled remotely and monitored (reports, dashboards, etc.,) and also to be connected to ERP system (MII will do).

Note: As hardware requires real time control I want to implement control logic locally instead of only from remote (ie.,MII).

My question is:

Q1. Is there a OPC Server with both the options of point 1 & 2 ( I want to know either OPC DataHub has the U-CON option or KEPServer has the Window Scripting provision).
