I have seen similar issue twice in the past and it was due to timeout on the load balancer F5-Big-IP and on the proxy server.
Carry out the following tests to isolate the problem:
- Login to webi as that user from Germany (or another test user that will belong to the same groups in the CMC as the German user) and test the report. I assume you would reproduce the issue.
- Edit the report and add filter to restrict the number of rows returned. If the report refreshes then ask the user from Germany to do the same (you can rename and save the report for testing purposes). This will prove to us that the issue is due to a timeout somewhere in your network.
