I want then same person run a proposal ,and when proposal is runed then he can not delete,because when proposal is runed ,then wen send to bank so can any methoed can control the proposal can not be delete
stand in table REGUV ，REGUV -XECHT is set then Proposal can not be delete ,but same time this set F110 ID include is released but I dont want this ID is release only Proposal is not allow delete
